The United Kingdom and France Will Dispatch Military Personnel to Ukraine if a Ceasefire Accord is Reached

The UK and France have inked a statement of purpose concerning the deployment of troops in the nation should a peace deal be made with Moscow, the British leader, Starmer, has stated.

After negotiations with allied nations in the French capital, he said that the UK and France would "set up military hubs across Ukraine and erect secure structures for arms and equipment" to deter any potential incursion.

The allied nations also put forward that the US would play the primary role in overseeing a truce.

The Kremlin has consistently warned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not issued a statement on this new declaration.

Context and Continuing Hostilities

Russian President Vladimir Putin initiated a major offensive of Ukraine in February 2022, and Moscow presently controls approximately 20% of Ukrainian territory.

"This constitutes a crucial element of our pledge to support Ukraine for the foreseeable future," remarked Starmer.

Top officials and senior officials from the "Partner Group" were involved in Tuesday's talks.

Addressing reporters at a shared media briefing, Starmer added: "It establishes the framework for the operational parameters under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's airspace and waters, and regenerating Ukraine's armed forces for the future."

The UK prime minister added that the UK would be involved in any American-headed verification of a prospective truce.

Security Guarantees and Diplomatic Positions

Lead US negotiator Steve Witkoff remarked that "long-term defense assurances and strong prosperity commitments are vital to a permanent resolution" in Ukraine – referring to a key requirement made by Ukraine.

Witkoff said the allies had "substantially agreed on" their work on agreeing such assurances "in order that the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, US President Donald Trump's representative, also was involved in the discussions.

Separately, President Macron Emmanuel Macron declared that Ukraine's supporters had made "significant advances" at the talks.

He said that "robust" safety pledges for Kyiv had been agreed in the event of a prospective truce.

Ukrainian President Volodymyr Zelensky commented that a "significant advance" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they led to the cessation of the fighting.

Last week, he suggested a settlement was "90% ready". Settling the last 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the center of ongoing disputes for the parties involved.
  • The Russian President has consistently stated that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas or Russia will take control, refusing any middle ground over how to conclude the war.
  • Zelensky has thus far rejected surrendering any land, but has floated the idea that Ukraine could move its troops to an mutually accepted point – but only if Russia follows suit.

Russia presently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The two regions form the industrial region of Donbas.

The original US-led multi-point proposal that was circulated to the media last year was viewed by Kyiv and its partners in Europe as being heavily skewed in Russia's direction.
